It seems the quota management UI tool doesn't allow setting priorities on cells even though it's supported in the quota.xls as valid syntax.

There's clientside validation on the page that forces a number/%/inf and doesn't allow something like 100:1 or inf:1 (priority level 1 on the cell). This would be useful for field to target/prioritize a specific cell that should be filled first if they wish to adjust this during field.

Example: We may have gen pop quotas mingled in with hispanic oversample quotas (they are the same age ranges, just one set has hispanic requirement). We wish to prioritize the hispanic quotas over the general quotas here as they can qualify for both cells.

e.g. 25-29 year old hispanic will qualify for both hispanic 25-29 and general 25-29. Since the quota table will use least fill, it will flip flop between the hispanic/general cell or use most needed cell. We wish to fill hispanic first in this scenario as it's harder to reach and fill. So we would do something like 100:1 on the hispanic cell and leave the general one at 100.

Currently, the only way to adjust this during field is to submit to programming where they must do a live edit (which takes 10-15 mins to merge each time they want to adjust something).
