Cardrating DQ enhancement

The cardrating dq even when you specify surveyDisplay="desktop" re-scales the content based on screen size. We are interested if there could be a feature created that disabled the re-scaling based on screen size.  We have requests to always format questions based on the respondent device. If this disabling was available we would be able to make these request easier. To see more about this please reference ticket 503101.  

We have used javascript for now as workaround for this.
