Quota edits in response summary portal save back to quota.xls file in project

Under the response summary->quotas

Currently you can edit quota targets and even re-download the quota file.  The feature request we are interested in when saving quota edits could there be a way to save back the changes to underlaying quota.xls file within the project.

The reason for the ask is this.

We typically have account managers monitor the survey during fielding and make changes to quotas without notifying the survey programmer. Ideally, they would inform the programmer of all changes.  If this communication does not happen and new changes (wording changes) get pushed up via the save to live survey most likely the quotas will be overwritten to their original state.  We are looking for feature to try to minimize this from happening.
